Cardio-metabolic risk can occur at normal BMIs

Meaningless.
"Patients with a normal body mass index (BMI) can still have a high body fat content, which increases the risk of cardiovascular disease, a Mayo Clinic team announced here during the American College of Cardiology's 57th Annual Scientific Session."
To say that something is not perfect is not an indictment.

Imperfection is a fact of life.

There will be no perfect indicator.

But the BMI is remarkably useful, based on easily accessible data and easy to calculate.

Plus, it offers a roadmap to a "healthy" weight.

All around, it is the best we currently have.
