Of course, the article's title is a lie, which is to be expected.
These fat folk are not being "penalized." They just got used to paying less than their fair share for elevating the risk of the insurance pool. Now they are crying elephant tears.
In all likelihood, they should be paying more. Lots more.
Hopefully, they will.
